Squid and dansguardian is a great open source webfiltering solution. It works as a transparent proxy so you have to redirect http traffic to the proxy sever using browser settings or your network firewall/router. You can also operate as a transparent proxy by making te squid server your network gateway so all traffic goes through it to the outside web.

What is Webmin?

How can I install the packages from the EPEL software repository?

There are repository rpm packages for RHEL4 and RHEL5 . The repository package installs the repo details on your local system for yum or up2date to use. Then you can install packages with your usual method, and the EPEL repository is included.

So for CentOS 5.3

rpm -Uvh http://download.fedora.redhat.com/pub/epel/5/i386/epel-release-5-3.noarch.rpm
yum install foo

I just posted some info on getting centos ds up and running with samba. this will allow you to simulate a windows pdc. with a few add ons you can really implement a complete solution for your environment.

I began with Fedora DS, but found that it wasnt as stable as i would have liked for a production environment. i will post my HowTo for Fedora setups anyway if anyone wants to give them a try.
